In Octopus Deploy 3.0 onwards (before 2018.6.7), an authenticated user with incorrect permissions may be able to create Accounts under the Infrastructure menu.
The product does not properly assign, modify, track, or check privileges for an actor, creating an unintended sphere of control for that actor.
