This issue was addressed with improved checks. This issue is fixed in macOS Catalina 10.15.6. A local user may be able to load unsigned kernel extensions.
The product checks the state of a resource before using that resource, but the resource’s state can change between the check and the use in a way that invalidates the results of the check.
