A DNS rebinding vulnerability in the Irker IRC Gateway integration in all versions of GitLab CE/EE since version 7.9 allows an attacker to trigger Server Side Request Forgery (SSRF) attacks.
The web server receives a URL or similar request from an upstream component and retrieves the contents of this URL, but it does not sufficiently ensure that the request is being sent to the expected destination.
