A permissions issue was addressed with additional restrictions. This issue is fixed in macOS Sequoia 15. A non-privileged user may be able to modify restricted network settings.
The product does not preserve permissions or incorrectly preserves permissions when copying, restoring, or sharing objects, which can cause them to have less restrictive permissions than intended.
