A permissions issue was addressed with additional restrictions. This issue is fixed in macOS Sequoia 15. An app may be able to access a users Photos Library.
The product does not preserve permissions or incorrectly preserves permissions when copying, restoring, or sharing objects, which can cause them to have less restrictive permissions than intended.
